Kanpur: The district magistrate Jitendra Pratap Singh on Tuesday visited the office of Executive Engineer Nirman Khan (bhawan), Public Works Department, and found seven employees absent.
Singh, without intimating anyone, reached the department's office around 10.30am and summoned the attendance register first. He observed that seven employees—Ravi Shankar, Omendra Singh Sachan, Mohd Arif (senior assistant), Vijay Lazmi (junior assistant), Ranjana Devi, Prem Chandra Sharma, and Sanjy (a fourth class employee)—were absent.
Ravi Shankar and Omendra Singh Sachan were both absent on April 28 too. No leave application of two persons was provided by the department to him when he asked. The annoyed district magistrate directed the executive magistrate, who was in his office at the time of inspection, not to disburse the one day salary (April 29), without his permission, to the two employees. Singh stated that the employees' were absent without prior permission which shows that the executive engineer was not being vigilant in his supervisory work, which was not appropriate.
The district magistrate directed the executive engineer construction division (building) to ensure that his explanation regarding the above was made available to him. Singh, from the day of joining Kanpur nagar as DM, is making random inspections of the various departments and has found several shortcomings and anomalies in working of government offices. His last random inspection was his own office, where he had caught as many as 22 employees were absent.
